How do you ban an IP address on WordPress?

There’s an annoying kid that gets on my WordPress and comments curse words at one of my friends. How do you put someone’s IP address on the comment blacklist?

Go to Settings, Discussion and enter the IP address under Comment Moderation and Comment Blacklist.

Use Akismet to detect spam. If you mark one of his comments as spam, Akismet will remember and not let him in again.
